The possibilities are too numerous to try to guess. Ground meat should
always be considered contaminated because of the way it is processed. It is
a great breeding place for all kinds of bacteria especially the ones found
in the gut.
Without cultures taken on the dogs and on the meat it is impossible to give
an answer. Your friend may be guilty of animal cruelty or neglect for
feeding spoiled meat to the dogs. I hope he doesn't feed that stuff to his
