It's not quite what you describe, but I have a little scheme called
GDE Menu Builder which makes it easier to do this.  You still have to
write the menu items yourself, but this makes it easier to maintain
them by allowing you to write common menu code only once.
(it's really just a portable file-include utility plus a bunch
of GDE menus formatted to use it).
