I've found very few programs that can import HPGL, but many can 
do CGM, so I wrote a CGM driver for the GCG software.  It works with 
8.1, but if you've moved to 9.0 and don't have the source code license, 
probably you can't get it to build/work there.  (Maybe not even with the
source code, don't know, we're not going to 9.0.)

As described above, text stays as text, so you can easily modify figures
in graphics programs.
