Headaches.
The brain has an area called the sensory cortex which receives input from structures which have a sensory innervation.Such structures include the sinuses.the meninges (a layered covering between skull and brain)etc.It is involvement of these structures which produces headache .  Headache does not produce neuronal loss.

Toluene.  This substance would with high or chronic exposure cause neuronal loss.  However the olfactory system is able to detect such substances in very small quantities - a few ppm. which would help prevent high exposure.
