Mechasnism for auditory masking ??

Can anyone explain to me the biological basis of auditory masking, where
a strong signal at a particular frequency will prevent the detection of a
weaker
signal at nearby frequencies? Is it related to "Lateral inhibition", where
a neuron
that fires has an inhibitory effect on its neighbor? (This makes intuitive
sense
since the basilar membrane accomplishes a "frequency-to-place"
transformation ...)
