Question on the nature of neural interactions

Here is a basic question from a novice in the field.
When a neuron fires, the actual waveform is an exponentially-
decaying pulse with a time constant of 1ms or so. If this
is connected via a synaptic junction to another neuron, does the
inhibitory or excitory effect last for the duration of the
pulse, or are all the neurotransmiotters released upon receiving
the initial pulse wavefront??
