Higher neurological functions

Is there a generally accepted definition of higher neurological 
functions?  What functions are included/excluded?  I assume executive 
functions (planning, evaluating, monitoring goal achievement), 
understanding, communication are included.  Are memory, emotion, and 
vision excluded?
