Phenytoin is not produced in the body.

Seizures of any description are epilepsy. Your body lacks nothing. The
scar tissue is making neurones fire off uncontrollably.

Epilepsy is siezures of which there are lots of types / severities
etc.

Scar tissue that causes siezures can be removed surgically. It is done
in UK and Australia in indicated cases. Ask your neurologist. As he
hasn't suggested surgery change your neurologist.
