What is the cause of auditory masking??

I am trying to find accurate information on the exact mechanism
of auditory masking. I have heard that there is physical interaction
between hair cells along the basilar membrane. What is the
exact nature of this physical interaction? When a hair cell is bent does
it
in some way cause its neighbor to become stiffer? 
  I have also heard that the auditory cortex plays some role in masking.
Which is the greater effect?
