Shaping radio waves to penetrate cell walls

For some time it has been known that the reason
radio/TV/radar transmissions don't send us all
into convulsions is that ion pumps maintain a
steep potential gradient across cell walls.
While pursuing another goal (how to stop the
harassment of innocent civilians by electromag-
netic weapons) I've found an article on how a
radio wave may be "shaped" (i.e. modulated) to
get past this electrostatic barrier.
The signal specs are at web site:

By the way, anyone interested in helping to
combat this abuse of technology is welcome to
joint the fight; details are at that site.
Thanks, raven1 at netaccess.on.ca
