Reuptake Inhibitors and Depression

One close to me is in the middle of conflicting medical advice on use of 
neurotransmitter reuptake inhibitors such as Prozac or Serzone for 
treatment of depression.  Things we need to know are:

1) What real evidence is there to support the theory that 'sluggish 
neurotransmitters' are related to depression and that inhibiting their 
reuptake serves to allay the depression?  Is there published 

2) We are new to the net. Are there newsgroups/web sites where such info 
is discussed more appropriately than here?
