There are no general answers to your questions.
They can only be addressed with respect to specific neuron types,
within specific neural architecture. The properties of individual
neurons derive in the information-processing functionality of the
neural Topology in which they exist.
And since it requires a book to discuss it all, if you can afford
one, and if you really want to know, you should just purchase such a
book, read and study it.
