H.L. Bolley, plant breeder

I am looking for information (for a high school biology textbook) about
H.L. Bolley, an agricultural scientist active at North Dakota State
University around 1900. His experiments in breeding fungus-resistant
flax were an early example of a practical application of Darwinian
theory.

Can anyone tell me what his first name was? All the references to him I
can find just call him H.L. Bolley.
