Systemic insecticide if plant parts are not to be eaten:

Orthene WP or Marathon (if you are licenced to get it).

If plant parts are to be eaten, insecticidal soap will work with difficulty,
byt intense, vigorous spraying is needed on a regular basis.

Scale is difficult to control withou systemics...
