Rose Bushes coated in wax....

Hello.....

I was wondering if anyone could tell me if you are suppose to remove the wax
coating on the tops of the bushes stems ? Would it due the bush any harm if
left alone ?
The hole bush is covered in wax except for the roots a bulb, I was thinking
if I trimmed just the tops of the stems it would generate new growth ? What
do you think ?

Please let me know, I would appreciate it.......
