Facility for downloading books?

I would think that putting a book online without permission of the author
and publisher would be a breach of copyright law.  I know the Chinese
students read books in Chinese online, but they don't have the same
copyright laws as we do.  I also know that some textbook publishers make
texts available online, but use is restricted to those taking the course
and publishing costs must be covered.
