Nat'l (US) list of scientific plant names

Folks,
   Might anyone know of a net site where the National List of Scientific
Plant Names is archived?  I understand that it is occasionally updated
(and thus it seems it would be advantagous to publish it electronically)
and will soon be updated, moving from alphanumeric acronyms to an 8 digit
code.  Does anyone know when this is due?
