plant transcription elements

Does anyone know of a database of promoter elements for plants?  I have
searched TRANSFAC and TFD databases but they don't seem to be up-to-date. 
The best single resource I have found is a review in Current Opinion in
Genetics and Development 1994, 4:642-646 by Ramachandran, Hiratsuka and
Chua.  The elements in this article aren't in TRANSFAC or TFD as far as I
can tell.
