What are the bees sleeping on my dill?

My dill plants have small black bees which spend
the night hanging onto them. They use their jaws
to attach to the dill stems. Any idea what they could
be? They look like miniature black bumblebees, about
1 cm long, with pale fuzzy legs (and, apparently, strong
jaws).
