Nerium (oleander)

Help appreciated. I planted a row of 13 oleanders along my southern property 
line in Tucson two years ago (1-gallon size). I have judiciously  watered the 
plants and occasionally fertilized them, but their growth is disappointing 
(haven't even doubled in size). Does anyone have advise to help me jump-start 
these plants, which I desperately want as a shade barrier.
