blacklights provide U.V. and near U.V. wavelengths, not
recommended for plants, they are used in aquariums
to grow coral which live on algae which need U.V ( or
something like that, anyways land-plants don't need it)
what you want is cool white or daylight fluourescents,
or preferably a metal halide setup or a large window
