I'm not sure that I understand fully what you want to say, but here are 
three sets of possibile statements about a level, in order of increasing 
size:

1. It is below, less than or under 60um

2. It is at, on, exactly or precisely 60um

3. It is over, more than, greater than, beyond or in excess of 60um.
