In the United States there are at least two opposing groups on the need
for development. One group is "we need clean industrial rateables to
lower our taxes" and the other group is "clean industrial rateables
never lower taxes" group. Using real published reports and consultant
reports, I would like to investige which group might be correct. I will
look at the library, but in the meantine do any of you have information
that might support either group?
