Seedless grapes

I´m not sure I'm posting this question in the correct newsgroup, but here
it goes:
We´d like to know how seedless grapes are made seedless. Are the seeds
removed before distribution
or is the vine modified (genetically?) to grow seedless grapes?
If the seeds are removed before distribution, who´s plucking them out?
