Is there a flowering hanging *indoor* plant?

Yes!

Creeping Streptocarpus will have lots of purple flowers nearly all
year under these conditions.

Also look for hanging ice-plant types (Mesembryanthemum, etc.),
Airplane or Spider Plant, Achimines, Purple Passion plant (orange
daisy-like flowers), Begonias, Oncidium orchids, Tradescantia
(especially the one with little white flowers), Glory-bower
(Clerodendron), and various gesneriads like Lipstick Plant.
