Heavy water and plants

Heavy water?  Please explain for us non-scientists.  I remember watching a
movie where they needed heavy water to build a nuke.  Am I 100% clueless?

Also, I've read about water with extra oxygen that is being marketed as sort
of snake-oil to athletes.  Obviously, oxygen in water won't benefit a human,
but will it help a plant?  Just ink wiring.
