[Plant-biology] Plumeria Seeds

Hello,
I am trying to sprout some plumeria seeds and an not having any luck.
I got them from a neighbor..i wanted to see if maybe i got bad
seeds...i went to a site and i see it is fairly easy the way they do
it. Has anyone ever bought anything from this mail order retailer
