Nuclear Localization

Hello all,
Basic question -- when a protein has a nuclear localization 
sequence, how exactly does the protein get to the nucleus, ie,
carried by endosomes, or bound to carrier protein, or what?

Thanks for your help.

Also, how can a protein get to the nucleus WITHOUT a nuclear
localization sequence?
