Recessive genes, and proteins

Is the information contained on all genes expressed 
through the synthesis of proteins?
The previous question actually narrows into 
something like:

What is a recessive gene?
A gene being "translated" into an inactive protein, 
or a gene simply not being "translated" into its 
protein form?
