I take it you read the NEB FAQs page about expressing at a lower
temperature; they also supply references.
If all else fails, you may have to try an alternative expression
system. Invitrogen sell the Champion pET SUMO Expression System,
catalogue K300-01 which is a TA cloning vector. It uses a releatively
small ubiquitin-related modifier (SUMO) fusion (11 kdal) to enhance
solubility. It also includes an His tag for Ni-resin purification.
It's removed with SUMO protease.
