Interesting....I have had precisely the opposite experience, even
though I'm a lousy whistler!  (to use an earlier reference ;-)

You pique my curiosity.
I figure my grant proposals are a success if they are funded;  
are you saying that some people use them as recruiting evaluations
apart from their funding status?
