Bounces from the moderator's mailbox

Is anyone else having difficulty?  I tend to get the 
following message on "Undeliverable Mail" whenever I 
attempt to post:

"UOVSVM1.UOVS.AC.ZA unable to deliver following mail to recipient(s):
    <WingfiBD at micro.nw.uovs.ac.za>
UOVSVM1.UOVS.AC.ZA received negative reply:
553 We do not relay non-local mail, sorry."
