Why does my R-factor increase in 1st bref cycle.

I'm having some trouble with the R-factor increasing from 18.9% in the last cycle
of slowcool to 20.5% in the first cycle of bref.  I have removed the b overall
refinement and I'm not randomizing the b's so what could be happening?  Thanks.
