resolution of a data set

Is it correct to report the resolution of a data set
as the one in which the data is 85-90% complete?  What about 
when the strategy was not very good?  Is there a standard 
protocol that is followed?  What about if in a shell the data 
is 70% complete?  Do different labs have different policies?
Some common policy should be adopted in order to avoid 
confusion.
	I would appreciate all opinions.  Thanks you.
