CNS availablility

Dear All,

There seems to be an increasing amount of discussion/problems on this
newsgroup concerning CNS.......

Does anyone know when it is likely to become available to the entire
academic community? Or is there a developmental version available 
somewhere.

I am unable to find any info. on the XPLOR or Axel's group home page. Of
course, that doesn't mean it's not there......
