Ice Build Up at Loops

This is a generic X-tallography question which has probably been mentioned
many times before, but...

I was wondering what the current thought is for preventing ice build up at
the loop. Two theories I have heard:

1)You must have still air in the room. Any air flow will disrupt laminar
flow, and cause ice to build up at the surface. Forget humidty.

2)Humdity is the key. Don't worry about air currents, so long as they are
