The last manual I have seen for ORTEP came from NTIS. Of course the
program
originated at Oak Ridge National Lab. I would suggest that you contact
either Oak Ridge or NTIS or perhaps both and see if you can get a
manual.
Here is some information from the front of my manual.

ORNL-5139
OR TEP-II: A FORTRAN THERMAL-ELLIPSOID PROGRAM FOR CRYSTAL STRUCTURE
ILLUSTRATIONS.
Oak Ridge National Laboratory
Oak Ridge, TN 37830
Mar '76

Reproduced by:
National Technical Information Service
U.S. Department of Commerce
Springfield, VA. 22161

There is also a Macintosh version of ORTEP available free. If you are
interested in it I can give you the particulars.
