Raj,

Please check your General water hardness (GH) as well as 
carbonate hardness (KH).

Carbonate hardness is what gives you the pH buffer 
capacity of the system water. you should have values above 
150ppm (minimum) to avoid pH "up and down".
Maybe the reason of your pH values is related with:
- accumulation of organic matter in the system (faeces, 
feeds, other).
- To many fish on the RAS.
- others.....

You can obtain some good KH and GH test kits from 
Aquamerck. They are expensive but are much more accurate 
and reliable than most of the "normal" ones that are sold 
on Aquarium stores.

You can also add to the system water some crushed coral to 
raise KH and of course GH (KH is included on GH).
Just don´t add to much at a time or else your system pH 
can raise to very high levels quite fast.
Special care should be taken specially if your RAS are 
smal volume ones.
Add it slowly to an empty tank on the system and check the 
RAS water pH values 2-4 times a day.
Do it for a couple of days, depending on the values you 
want (7-7.5).
don´t forget that it might take you a while until you 
reach the desired "system stability".
It depends also on water changes, feed given (quantity), 
filter cleanup procedures and of course the ammount of 
fish and their type (fry, fingerlings or adults) you have 
on the system.
