Hi Jon,
   I think there are several things to consider when determining the
"best" journal for your article.  One often overlooked aspect is how
much access readers will have to your article and data.  The more
access people have to your article the more impact it has on the
research community.  Your data deserves to have it's maximum impact
through maximum availability.  When choosing a journal please consider
how widely available your article will be in addition to standard
metrics like journal impact and target audience.  For example, some
journals have given permission  to include figures directly in ZFIN,
while other journals have not given such permission.  The presence of
your figures along with your curated data in ZFIN increases the impact
of your results significantly.  If you would like more information on
