Cleanliness of steel surfaces

The cleanliness of steel surfaces is a major factor in how well paint
adheres to the surface. It seems as though it should be possible to use
some fluorescence technique to detect small amounts of soil and image their
distribution. Is this old hat? Well known? If so, I don't know about it and
would like to learn! Can I tag the soils with some fluorochrome and make
very low magnification images of the surfaces with the approriate
excitation irradiation? Can anyone provide any guidance to literature or
living advice?
