You can put it in any aqueous solution, but it won't last very long.
Hydrolysis is both acid and base catalyzed. It can be stored for
extended periods at low temp in organic solvents, like IPA, but will be
neutralized in an aqueous solution.
If you can't tolerate organics in your solution, try adding the
appropriate amount of PMSF out of the bottle. I wouldn't trust a
water-based solution of PMSF to have any effect.
