Yes, it seems very logical. The risk that she
is infected with HIV-1 or HIV-2 may be small, but it is
large enough that the blood bank does not want to take it.
The risks of blood donors having hepatitis viruses, malaria,
HIV-1, HIV-2, CMV etc... are all small, but screening
potential blood donors for "risk factors" such as
travel to a country where the risk is higher, is cheaper
and quicker than actually testing for the pathogens after
taking the blood. The supply of blood donors is apparently
adequate at the moment.
