I don't know about serum, but from our experience we've noticed a gradual loss of detectable TNF-alpha and IL-1b in culture medium (supplemented with 2% fetal bovine serum) over a period of several months after storage at -80C. In fact, we noticed rapid degradation at room temperatures.
