Sometimes I see some differences when I do scale small test prep and 
large prep.  That I assume may be due to factors like aeration (small 
volume would aerate better).  Is larger scale better for you?

But, like I said, read some review papers and look at all the possible 
options.  There are a huge number of things people have tried, you might 
just have to limit yourself to a small number of things that you can 
easily try.  If you can't get it to express solubly in E. coli, then you 
might want to consider other expression hosts like pichia.
