At the risk of makng an irrelvant comment to your question i would say
that you should consider the work of gerald edelman e neural darwinsm one
of the basic tenets of his theory is that noise actually stochastic
diversiity of neurons and neral ramifcatons is key to cogniton because4
it s not so much noise but rathere a massively diversepopulation upon
which natural selection can act.
