Dear Tim,
I suggest you starting with the first finding of the implication of brain 
stem in the arousal mechanism. In that pioneering work  the term RAS was 
assigned by the most famous italian neurophysiologist G. Moruzzi (Pisa 
Univerity, Italy). The reference is:
