Define what you mean by "psychological state". More aroused, alert states
tend to be characterised by smaller amplitude asynchronous waves (beta),
while relaxed or sleep states, except for dream sleep, are characterised
by large amplitude, low frequency waves (alpha, delta). In addition, the
stimulus or response locked average EEG, the event-related potential
(ERP), is sensitive to a large number of psychological parameters. This is
a very rudimentary description. There are several good books available on
human brain electrophysiology (a new one by Paul Nunez should be out any
day). If you have more specific questions, please ask and if I don't know
the answer I may be able to direct you to a source.
