Speaking as an alumnus ('87) I can highly recommend the UNDERGRADUATE
program in Neuroscience at Brown University.  Although a lot can change in
8 years, when I was there, there was a strong emphasis on critical
thinking, which may set it apart from many other undergraduate biology
programs you will encounter.  

Some general advice:  look out for, and try to avoid, schools at which
undergraduates are treated as menial labor in research labs.  When you
interview, make sure you talk to students in the program.
