Dana,

This is an intrigueing idea.  I am the philosophy major who eneded up in
psychophysiology and neuropsychology and who disdains traditional learning
settings because of the thought policing that occurs; nonetheless, I have
published in peer reviewed journals and have made a contribution to the
knowledge base.  I have had a dream in my mind that someone would do as
you suggest.

Of course this project would challenge the traditional access to knowledge
and educational structure that has long maintained an educated elite that
often perpetuates its own reflection through denying access to those who
do not test as they do.  WWW access gives direct, unrestricted access.  It
would be nice to see this grow into a real institution online and get
accredidation.  Check into Dept. of Education grants as a source of
funding.  Write your senator and congressman and see if they have an
interest in promoting the idea and see if they know of source funding. 
Write Bill Gates!  Have some vision with it and it might happen.  There
are SBIR grants that could be available if you wrote them properly.
