It's probably in his classic work _The Organization of Behavior_ (Wiley,
1949), if you're referring to his idea of "cell-assemblies". He also
discusses it somewhat in at least the earlier versions of his elementary
_A Textbook of Psychology_(e.g. Saunders, 1958). This is the text he
assigned when I took his undergraduate introductory psychology course
a few (!) years ago.
He himself cites his colleague P.M. Milner for a "more adequate form of
the theory" in Psychological Review, 1957, 64, 242-252.
